​Lyons McCloskey was founded in 2006 by Bob Lyons, an expert in the mortgage banking industry, to support mortgage servicers navigating the ever changing Single Family Loan Servicing environment. 

Throughout his 35 year career, Mr. Lyons has worked with the FHA on policy initiatives, managed FHA claims and servicing review contracts for HUD, and designed the current Single Family Claims Instruction handbook for the FHA. 

Over the years, Lyons McCloskey has expanded our offerings to meet the moment. Our services now include CARES Act Audits, Attorney Oversight, Mock Audits, consulting services on FHA loss mitigation, foreclosure, and claims management matters.

Bob Lyons

Managing Partner

Bob Lyons has had a 37-year career in mortgage banking. Mr. Lyons works with servicers, sub-servicers and investors in identifying risk and responsibility for losses on delinquent loan populations. Over the past decade, Mr. Lyons has been involved in hundreds of third-party oversight audits and reviews across the nation on behalf of Government-Sponsored Enterprises such as Fannie Mae and Freddie Mac, banks and servicers. Mr. Lyons currently provides clients with consulting services that include operational reviews, third-party vendor audits, loan portfolio due diligence, and assistance with FHA loss mitigation, foreclosure and claims management matters. He also conducts client specific loss mitigation and claims training. In the past, he managed the FHA claims and servicing review contracts for HUD and is responsible for the design of FHA's single-family claim review process. He worked with FHA on many policy initiatives relating to loss mitigation, foreclosure management and claims. Some of these initiatives include updating the special forbearance program, implementation of the pre-foreclosure sales program, development of foreclosure time frames, streamlining of preservation and protection guidelines for FHA insured properties and then implementation of miscellaneous regulatory changes.

Lisa Drew

Chief Operating Officer

Lisa Drew has over 22 years in the mortgage banking industry holding senior positions at mortgage servicers and Morgan Stanley. Lisa has been with Lyons McCloskey for nine years as its Chief Operations Officer, overseeing client services such as, Mock Audits, annual Servicer Audits, HUD Quality Control Plan, and Servicer Vendor Audits including Default Attorney Audits. Prior to joining Lyons, Lisa managed the HUD Oversight Monitor Contract with RiskSpan, Inc. Additionally, at RiskSpan, Lisa led the training of 20 FHAgovernment employees on two risk tools for the HECM process, led the development of various monthly HUD REO reporting packages to allow HUD to measure its REO portfolio performance, and developed a vendor reporting package to allow HUD to grade its vendors at critical stages of foreclosure and REO. As a Vice President at Morgan Stanley, Lisa oversaw the Repurchase Desk and Valuation Group and was a member of the Morgan Stanley Correspondent Credit Committee which was responsible for the governance of the correspondent residential mortgage channel to mitigate operational, counterparty, and default risk. Prior to Morgan Stanley, Lisa managed the Third-Party Valuation Due Diligence at Ocwen to support mortgage acquisitions for servicing and investment bank clients. Lisa has an MBA from Florida Atlantic University.

Mark Atencio

Executive VP of Business Development

Throughout his 30 years in mortgage banking, Mark Atencio has gained extensive experience in all aspects of origination, servicing and secondary market/securitization functions as well as Six Sigma. At the Mortgage Bankers Association Mark was Chair of the Loan Administrative Committee, Member of the RESBOG Advisory Committee, National Mortgage Servicing Association (NMSA) and Project Lead for the Law Firm Oversight Standardization Initiative. At Lyons McCloskey Mark has provided consultation to the mortgage servicing and origination industry to assist in effecting compliance to Fannie Mae, Freddie Mac, FHA/HUD, VA and USDA servicing policy through Oversight, Training, Mock Audits, Due Diligence, Policy and Procedure Development/Support, Process Mapping, Gap Analysis, and Scorecard Development. Mark's servicing experience include Ditech Financial as Senior Vice President of Quality Control, Project and Change Management, Policy and Procedures, Boarding Data Integrity, Letters and Forms Management, Call Monitoring, Speech Analytics, Law Firm Oversight and portfolio acquisitions and sales Due Diligence and Transaction Management. Mark was also responsible for Client Management and Audit for all investors, insurers, and Rating Agency Assessments. At Conseco Finance Mark was responsible for mortgage and consumer servicing and origination Quality Control, securitization processes, Credit Risk/MIS, Document Custody, Imaging, Policy and Procedures, Training, Cash Operations and Due Diligence for bulk acquisitions. Mark's origination experience include KB Home Mortgage, Senior Vice President, Chief Credit Officer responsible for GSE, FHA/VA, Alt-A and Subprime credit, underwriting, processing, closing, reporting, training, policies/procedures, PMI insurers, credit agencies, valuations and business relations with lenders, insurers and vendors. At Bank of America Mark served as Vice President of underwriting, 1st Line of Defense Quality Control and CRA credit reviews for the GSE, FHA/VA and portfolio lending, at PNC Mortgage, Second Vice President at Mark of Underwriting for GSE, FHA/VA, Jumbo, and Home Equity products, and at Shea Mortgage, Senior Vice President, Operations, managing credit risk, underwriting, processing, closing and other operational areas. Mark is a certified Master Black Belt in Six Sigma and received his degree in Business Administration at the College of San Mateo.

Douglas Bales

In House Counsel

Douglas Bales has more than 33 years' experience representing mortgage lenders and mortgage servicers in foreclosure, bankruptcy, eviction, and title curative matters including REO closings. Doug has been Board Certified by the Florida Bar in Real Estate Law since 2000. He has experience with both loan origination and foreclosure issues giving him a well-rounded perspective on the entire mortgage life cycle. Doug is a published author in Florida real estate law. Doug is the former founder and managing partner of a successful law firm specializing in foreclosure and default services covering the entire state of Florida. He gained extensive operational and regulatory compliance experience while managing the firm that includes growing the firm from ten employees to over two hundred while obtaining retention contracts with FannieMae, FreddieMac and the Department of Agriculture. This experience included the creation and management of the firm's IT, HR, Compliance, Foreclosure, Bankruptcy and Litigation departments. Doug is the vice-president of a statewide title company that specializes in residential and REO closings. His responsibilities in this role include providing regulatory oversight as well as contract review and general closing training to both staff and clients. Doug is a signing agent for several national title insurance underwriters. As In-house Counsel for Lyons McCloskey, Doug provides a law firm perspective to the many services provided by Lyons McCloskey, including attorney/vendor oversight, servicer audits and management interviews. Doug's role with Lyons McCloskey includes providing a review of regulatory changes effecting the mortgage servicing and default industries, including national and state level laws and regulations, utilizing this information to determine the need to revise internal and client processes. Doug is a graduate of the University of Florida, College of Law. Doug is a member of the Florida Bar as well as the Federal Bar for the Northern, Middle and Southern Districts of Florida.
